Provinces are disabled, with the exeption for a succesfull pirate/corsair revolt.

Characters can convert, but not if the guardian or the child is of high-, east- or west valyrian, or of the dragon culture.

Same exeptions also apply for a ruler assimilating into the local culture, no east-, west- or high valyrian cultures.
 
Is it possible to reenable it for the bleeding years scenario? I want to build a real new valyrian empire in essos, and it shouldnt be that hard to comvert the colonies cultures back to the high valyrian.

Re-enabling the province culture conversion events should be fairly simple, just re-enable the first 2 events in culture_conversion_events (id's: 55000 (for neighbouring spread) and 55001 (for the "bring in some settlers" event)

Re-enabling them is done via removing the # sign in front of the relevant lines (which should be everything inbetween (and including) line 7 and line 286)

The file (of the mod) should be in: documents/paradox interactive/crusader kings II/mod/A game of thrones/events

Or you could copy the (part of) the file from vanilla

Doing it in this way simply re-enables culture conversion for the mod entirely, I'm not entirely certain as for how to do it for a single scenario only, if that was your intent.

I mostly play 7999 or 8k scenario and try to rebuild a valyrian empire with valyrian lords and valyrian religion (atm i've the whole de jure new-valyria with mostly high/east valyrian lords and full valyrian religion) so it would not be
that problematic to reenable it ;)
