It is possible to add both cultural and religious minorities that are not in EU2 to the converter. For example, in version 1.01 I added jewish religion as a minority in some german provinces, and I put in a few different Chinese minority cultures. The way to do this is to add a territory in "Provinces.txt" and then put a religion and culture (you can even put size with the "extra" tag) for it in "Cultures.txt".:) Hope it answers your question.

Are there any in particular you are missing?

There are many African cultures that I labled african_minor in lack of a better translation for them from EU2 and also, this was in the end of the cultural translation, the work was pretty tedious, so I was a bit bored of it.:)

They are all in, except for some very minor african cultures.

But you really have to try the converter!
