It is disputable but since there is a bug preventing their placement after a save game, AI gets stack with few of them in the deployment pool after few years... So until 1.2 maybe it'd be better to disable them altogether.

PS. I should add that fire control is definetly "worth it" because of the huge range boost.

Yeah, still this is wrong, the boost FC gives is 25% of BB's firing range! This makes CVs suddenly less powerful and FC an obligatory brigade... Personally I modded them to give 0.02 & 0.04 instead of 0.05 and 0.1.

I think the .05 and .1 were chosen to allow the BBs to have the same range as the SHBB and Improved SHBB respectively...
