Cursors aren't animated

Description​

On Linux (EndeavorOS, KDE) cursors aren't animated. If I edit the game files, I can easily see still .PNG files are being used instead of animated ones.

Steps to reproduce​

Run EU4 on Linux. Closely look at cursors. From loading cursor at loading screen to moving armies. They aren't animated.
