When starting a new game in 867 as the King of Bulgaria using a custom character, I consistently receive only a single courtier. The expected random courtiers are not generated. This also happens when starting with other titles using custom characters, suggesting a systemic issue with the courtier generation logic for custom rulers.
The game does not auto-generate a typical court to support basic realm functionality, and I confirmed the same behavior across multiple attempts.

Use the "Create Your Own Ruler" option.

Finalize the custom character and start the game.

Not only custom Characters, but all Characters who become a landed Ruler above Baron, during the Game, don't get any Courtiers since 1.16.

Similarly, even non-custom characters don't start the game with couriers in many cases, particularly in regions with less-developed history.
