Can I make my own modifiers by editing a file?

For example, build_cost already exists with a country scope, but I would like to be able to modify local_build_cost for just that province or local_city_build_cost for just one city.

Can these be added in somewhere?
 
you can add modifiers to provinces.
add_permanent_province_modifier will add a modifier that permanently affects the city. permanent here means it isn't lost upon conquest of the city by another tag
