Custom nations militarization idea doesn't work when reforming into Prussia

Description​

When picking militarization as an idea for a custom nation, it no longer applies to the militarization and just disappears as an idea.

Steps to reproduce​

Create a custom nation with prussian monarchy and yearly militarization. Reform into Prussia and the ability is lost.
