CVL Attachments Question(s)

Hi=Playing DHL, US, 9/41. I'm ready to build Independence class CVLs. When I click on the build button and try to build CVL Air Group, I get the following message, "You don't have the technology to build any attachments." Yet, in the build menu for these ships is an item labeled "CVL air group."
What is the location for the "tree" for this? In the manual, or where? Please advise. Hugh Browne

CVLs in Darkest Hour Light have no attachments available (air group stats are embedded into CVL's).
