G'day, stellaris folk!

Here is a list of things I did in attempt to solve this issue before posting this:

-Note before every step I deleted the sqlitev2 file.

- uninstalled every workshop mod I have (I don't have paradox plaza mods)
- deleted the folder Documents/Paradox Interactive/Stellaris/mod/
- deleted the file Documents/Paradox Interactive/Stellaris/mods_registry.json
- added every stellaris file in documents to an exception in my avast antivirus
- ran the launcher as admin
- ran Steam as admin and launched the launcher from steam
- ate goat cheese on crackers and then cried
- restarted my computer
- uninstalled and reinstalled Stellaris
- verified the file integrity through Steam multiple times
- blew dust off of my PC
- repeat the above multiple times

To see the AppData folder you'll need to enable View Hidden Items in File Explorer.

Alright, I put the paradox_launcher_v2 path into my antivirus' exception list, deleted sqlite_v2 once again, I booted up the game with no mods, works fine

I boot up the game with one mod, and I got the same error

I put the paradox_launcher_v2 path into my antivirus' exception list,
You need to put the .exe file in the exceptions list, including its whole path. Assuming you are on the current launcher that would be C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/launcher-v2.2022.1/paradox launcher.exe

You use Avast or AVG I assume?

Issue has been fixed! thanks. It was indeed avast, but the "exceptions" wasn't working.
Avast gave me a pop up about how stellaris's sqlitev2 was trying to access paradox launcher v2 in the documents folder, and through that pop up I just let it access documents. It's basically fixed
