I think he was hoping for a more dynamic trigger which didn't require knowing where exactly the capital is. The Vijayanagar event (if you're talking about "Fall of the City of Victory") has the normal type:

I think the problem here is that the event file is horribly out of date with the new version of AGCEEP. I've concluded that these errors are the result of about five or six dozen usages of event numbers that have since been given over to new events. It would take a long time to go through, check for new numbers, and replace them. Maybe I'll do it someday, but given how old this events file is (probably about three years, if still tempting at almost 700KB), I wonder if I shouldn't just inquire about new fantasy events for Byzantium. Something more than the same old vanilla AGCEEP stuff from three years ago.
