Anyone else having an issue with stuttering when the day changes? Only happens in IR. Never happened in EU4, HOI4, or Stellaris.

Windows 10 v1809
AMD FX-6300
16GB RAM
RX 470 GPU
Utilization on CPU below 50% on each core, GPU is below 40%.

Troubleshooting
Changed graphics to various settings, didn't help
Noticed occasionally the Windows loading (blue circle) would show up sometimes when stuttering.
Set power plan to High performance, didn't help
Verified Game files through Steam, didn't help
Reinstalled game from SSD to HDD, didn't help
Running as Administrator, didn't help
Changed CPU affinity by 1 core, through each core, didn't help
Running the game in Windows 7 Compatibility mode, fixed the black loading screen
Changed CPU priority, didn't help

Haven't noticed any visual stutter but the audio stutters if I zoom in and out when paused, i'm beginning to question my specs.
I played on low. My laptop is getting a bit dated
Intel I7 - 4720HQ
Intel HD graphics and NVIDA Geforce GTX 950M
 
Stutterings when unpause a lot, but not when the game is on pause...For the moment, unplayable...My eyes can't support this...:)

How do I do that?
Search for "Graphics settings" in windows 10 -> Select it -> Click "Browse" -> locate the "imperator.exe" file on your computer (in your steam folder it should be here: "\steamapps\common\ImperatorRome\binaries") -> confirm the file selection -> click options -> select "High Performance" instead of "System Default".

My windows version isn't English, but I believe that should be a pretty accurate translation of the steps.

Just tried this, didn't help for me.

Ubuntu 18.04

My CPU is really old and has only 2.4GHz, which is definitely a problem. But on the other hand some of you have much better CPUs.
Since I use Ubuntu, the tips so far don't bring me much.
As expected lowering graphical settings to minimum changed nothing.

E: CPU utilization on all cores (4C/8T) averages 40-50% at 5x speed. Paused it is about 25% on all cores.

E2: Maybe the memory is the problem. Mine has just 1333MHz.
I definitely need a new PC:)

i don't think for the moment it's really a problemn with memory or this kind, i'va put my dxdiag on my other post(10), as you can see, even if i've more memory and a better CPU, the game stutter a lot (when "unpause", not on pause...) when scrolling the map...
