I mean we all know where it is supposed to be from (New World Order, Freemasons). I don't want to start a flamewar, but why is it in the game?
Possibly because the game designers have more knowledge of history and symbols than you do? :D

HINT: Variations on theme of the all-seeing eye are very old. Depicting it on the shield of angelic guardians in a game steeped in mythology is not a stealthy reference to freemasonry. :p
 
You could also say the same thing about the swastika and other Nazi symbols which also predate the Nazi's use in WW2 but are not used and outlawed in some places because in today's world it is associated with Nazi Germany which is why Paradox doesn't use it in any of it's games. In today's world the symbol in the OP's post is associated with the Illuminati and new world order and is offensive to some people.

The difference being that the swastika is banned in Germany and considered a symbol of Nazi Germany in all countries involved in world war 2, while the all-seeing eye isn't banned anywhere that Paradox sells games and is considered a symbol of the Illuminati, New World Order, and in general considered bad only by fringe groups with negligible political power, primarily US based conspiracy nuts.

The forum rules [user agreement, #8] are quite clear on this: the swastika is banned from the forum not because some people may be offended by it, but because of the legal issues.

Everything is offensive to somebody. When designing games, or running forums for that matter, you don't go by the lowest common denominator of "nobody must be able to feel offended by this".
