While in peacetime, the Allies suffer huge penalties to actual IC to simulate factories producing goods and services for the nation, that's fine to me.
Now, instead of being stuck in a mobilization and generic 'on/off' nature of industrial capacity, why not have events that modifies the actual IC and other modifiers to simulate situations the nation may be facing?
Example:
Peacetime - Commercial economy. Money production boost, actual IC penalty, unit build times penalty, -3 dissent on activation.
State of Alertness - Military build-up economy. Money production penalty, actual IC nearly normalized, unit build times slight penalty. +2 dissent penalty when at peace.
Mobilized Economy - Nationalized economy. Money production penalty, consumer goods demand rises, unit build times normalized. +5 dissent when at peace. -1 when at war.
Total War Economy - Militarist Industry. Severe money production penalty, actual IC slightly boosted, consumer goods demand rises sharply, unit build times decreased. +15 dissent when at peace. +5 when at war.
During the typing I remembered the Hearts of Iron III attempt to replicate something along the lines of mobilized economy and other factors.
Is there a way to get something along these lines into DH? Peacetime IC on/off is rather... inaccurate.
