Hello,

I have strange things happening. I am playing Russia, and have lousy relations with my neighbours Denmark, Sweden and Poland. They are constantly declaring war, and since I am busy in Persia and Iraq (richer provinces) I sign white peace treaties with them, which they happily accept.

But since they are due to mismanagement always at stability -1 to -3 they come back 6 months later and happily declare war! They don't lose too much stability, because they are already that low! That's odd!
 
Stability can only go down to -3. If you are at that level and were to lose even more stability (let's say -2, because you declare war without casus belli) there should be unrest in 2 of your provinces. I haven't experienced it, so I can't comment whether that works or not.

If your opponents have a stability between -1 and -3, and declare war during a peace treaty (lasts 5 years) without casus belly, they would lose 7 stability, and thus 5-7 provinces should rebel.

Have an eye on your opponents to see if that holds true.

This is definitely not true. Sweden is down to 6 provinces, and there are definitely not that many rebelling.

Core provinces are less likely to rebel I think.
