Federal Republic of Central America
The Federal Republic of Central America was first established September 15, 1821 when it declared its independence from Spain. Central Americans wouldn't have long to enjoy their freedom as the state quickly dissolved into anarchy, in an attempt to maintain some semblance of power the junta voted for annexation by the First Mexican Empire. This new state of affairs barely lasted two years before the abdication of Agustin de Iturbide saw the fate of Central America once more thrust into its own hands, with the Congress of Central America declaring its independence on July 1, 1823. Manuel Jose Arce, a veteran of several independence movements throughout the early 19th Century, was appointed to executive power in the interim before the Republic's first elections were held in 1825 - whereupon he was appointed President despite losing the popular vote to Jose Cecilio del Valle. Arce began to consolidate his power but in doing so lost much of his support amongst liberals and upon deposing Juan Berrundia, the State Governor of Guatemala, the Salvadorian government rose in a rebellion that would last until 1829 when their forces entered Guatemala City. Presidental Elections were held in 1830; they saw Jose Cecilio del Valle once more denied the presidency as he was defeated by Francisco Morazan, a hero of the recent civil war. Morazan would institute several liberal reforms, such as the right to Freedom of Speech and Freedom of Religion. These reforms earned Morazan several enemies in the conservative camp and he would be forced to put down a military insurrection led by the exiled Arce in 1832; they also lead to his defeat in the 1834 Presidental Elections as popular opposition to the reforms saw the vote going the way of del Valle, who would die before he could assume the office he had finally won after chasing for nearly a decade. Instead Morazan was elected for a second term that would see the Republic come within inches of complete dissolution.

Whilst it is undoubtedly true that a state's economy is vital to its success Morazán had more important issues to deal with during his second term - fighting the militias of Rafael Carrera, an [American] Indian rebel, and Jose Núñez, a Nicaraguan nationalist. Although he would successfully defeat Carrera, Morazán had little choice but to accept Nicaraguan succession from the union. In a final gambit he managed to have the then Head of State of Nicaragua, Francisco Jiménez Rubio, appointed as the new Supreme Director of the Republic of Nicaragua - Jiménez Rubio would act as Morazán's puppet while Nicaragua maintained nominal independence. Having survived this first trial a second immediately appeared, Miguel Barragan demanded Southern Chiapas be annexed into the Centralist Mexican Republic - faced with overwhelming odds and still recovering from his campaigns against Carrera Morazán would suffer another blow to his reputation as he surrendered the territory without so much as a whimper. Then, what might've been a great misfortune saved Morazán's presidency; a mere fourteen days before the 1840 Presidential Elections were held he was presented an ultimatum by Braulo Carrillo Colina, Head of State of Costa Rica, demanding that the Federal Republic recognise Costa Rica's succession. Sensing an opportunity, Morazán refused the ultimatum and, with Carrillo having garnered support from the nearby Republic of New Granada, declared that the Federal Republic had entered a State of War, suspending the coming elections. Central America had been ravaged by near constant fighting, it barely had time to take a breath before a new war broke out and the rife political instability was a breeding ground for corruption. Coupled with the devastation from the fighting the Central American economy was in tatters and her armies were poorly armed, grizzled, militiamen - now set to fight Francisco de Paula Santander, the brilliant President-General of New Granada who had served under the great Simon Bolivar in his campaigns to free Latin America.

As on might gather from the staggering array of decreasing values that pervade across both the Economic and Industrial Reports of 1840 the costs of war have been high for the Central American people. Although some of the deficit can be attributed to the loss of 302 thousand Nicaraguans, the inclusion of which shows that there has actually been moderate growth throughout the nation, it is undeniable that the Federal Republic experienced a recession throughout Morazan's second term. The only sub-class to experience significant economic growth was the volatile artisanry, whose average annual income grew nearly thirty-fold in just four years; despite this large numbers of artisans still live in extreme poverty as they find themselves either unable to access the materials they need to produce their goods, or without customers to purchase those goods - the majority are forced to export them to overseas buyers, especially those involved in producing furniture. Furniture was the largest growing industry, the only growing major industry, in Central America - growing to constitute a significant 7% of the Republic's economy as the second largest Secondary Industry in Hispania, lagging a while behind Canned Food. With Nicaragua went the FRCA's Cement industry, their previous penultimate manufacturing industry, along with the majority of her fruit orchard and coffee plantations. Government policy also impacted on the Central American economy; most significantly the income of government employees in the bureaucracy and clergy, who saw their individual incomes more than halved - the bureaucracy due to its increasing size without a correspondingly increasing expenditure, and the clergy's income drop came as a result of governmental budget cuts. These changes left the Clergy as far and away the poorest of the middle class, albeit still richer than those of the lower class, while bureaucrats earned about the same as artisans; leaving just the Officers to earn a hugely disproportionate £ 2,005.50 per annum, making them the richest class in the Federal Republic. Their non-commissioned comrades received similarly inflated incomes, although this can be justified in that they were actively giving their lives for the Republic. Morazan would need to save the floundering fruit and coffee industries, and in doing so grant security to the thousands who work in them, if he wanted to maintain his office with the approval of his people; instead of being the military dictator that soldiering incomes would suggest.

I've enjoyed playing as Central America in the original Victoria, and I've always thought it would be interesting to see what might have happened if the Federal Republic hadn't dissolved. I like the economic and industrial report format.

Also If Mexico and Colombia don't ally eachother then you should attack Colombia to free Panama, almost always they apply to join you.
