Unfortunately, this isn't possible. Despite so many game elements being alterable through text files, the default leader rankings aren't.

If you're trying to give a country better generals, you could always give them new historical leaders. Isn't as good as improving the default ones, though. Some countries have truly horrendous ones, just try playing Hungary.
There virtually aren't any historic generals so I wanted to give that new country some able default ones.
I messed around with the country tags a bit and now they have good generals as default.
