Defense in Depth Mission cannot be completed (Byzantium)

Description​

The Theodosian wall path for the completion of Defense in Depth requires the walls to be upgraded to level 2 but is inactivated if the walls are upgraded to level 3.

Steps to reproduce​

Upgrade walls to level 2, conditions for completion are met. Upgrade to level 3, mission can no longer be completed.
