In the defines folder, it talks about "wants to have", "should have" and "nice to have". Has anyone figured out what these are tied to? I'm getting the vibe that construction sectors, admin and military buildings are all in the same category (not sure which one though). I'd love to separate them, as currently when when the ai wants to build construction sectors, it also spams out big armies which tend to counter the growth that the contruction was meant to address

I believe these have to do with subsidies for things like ports, RR, PP and other building types in common/ai_strategies/admin_strategies as well as the default strategy. Just search for "should_have" or "nice_to_have" and you'll find where it's used.

For army, navy, and construction size these are calculated in the default_strategies as well, so you should tune there instead. There's also some more defines just below that screenshot that seem useful for what you're trying to do.
