Hello, I deleted the folder with the Launcher, which is no longer run the game. When trying to remove the remains of the launcher through the installation and removal of programs Windows gives this (screenshots). I tried to restart steam and delete all files from the disk C (as advised on the page that attached a link) launcher, but when trying to install it again gives out this (screenshots in Russian). Creating new files. Attached logs from here - C:/users//AppData/Local/Paradox Interactive/launcher-v2/

The 1638 errors there mean there are still remnants of the launcher installed.
