The moment we use "colonize" button, half of new province future population is deducted from the capital, and another half from one of the neighbouring provinces. I think it's (more or less) ok, and is probably WAD.
Problem is, that with every save/reload, the described above process repeat itself and for every colony-in-building the pops from capital and neighbour province is deducted once again (the future population of colonized province remains unchanged).

While this bug may seem easy to be oversighted and even easier to avoided (by not using save/load with colonization in progress) in fact it ultimately lead to serious depopulation of capitals of colonizating states. This is especially true for the AI ones (just who cares if AI is colonizing something right now...)

This bug is present in the game (and was reported) for a long time and I'm unpleasantly surprised it's still not fixed in 2.32
