If the duplicated description was fixed in two places, does that mean there is now no description for Numistic Shrine?

- Now only applies empire size penalty on edict costs, not the full empire size
- Simulation Sites and their upgrades now increase Unity output instead of Upkeep on their planets
- Effective Councilor Skill and Effective Ruler Skill finally add to agenda progress speed
- Refined timeline localization
- Planetary Administration and other buildings, and General Traits now correctly give Armies
- The Perpetual Lightning modifier now has a description
- Horizon Needle description now specifies where it has to be built.

Yes, this issue becomes very noticeable as multiplayer games progress!With everything in my soul I beg you unlimit the save file transfer speeds. CK3 did it and I can transfer 300meg saves in seconds. There's no reason a 3 meg save should be taking 1.5 minutes to transfer. Even if we resync'd every single year I could resync so fast you'd hardly know it.

For me, it was mildly annoying how the Orbital Rings and Starbases would be filled up by the time I got around to them, built them up to Citadel, and wanted to build a few Ion Cannons. Maybe a toggle for how it much it fills up?Thanks for your ongoing work but can I ask why this change? The good thing about the perk is the reduction in micro. Having a platform spawn every 6 months is mostly a convenience thing since in an emergency you’d want to spam them anyway. Having them only go to half feels like it might as well not be a thing since we’ll have to spam them ourselves eventually to get them up to cap.
Given the state of the game right now it doesn’t seem the best time to remove quality of life features or make them worse.
Tbh it would be far better if we had a fleet planner for stations so we could just set what we want and reinforce them. But yeah expanding the policy could be good.I can see your point. I know this is to nerf the OP civilian only metas, I doubt this will work since most civilian builds come with Hibernation's -75% upkeep.

- Added a Minerals Upkeep to Maintenance Drones from the Simulation Site, their upgrades, and their Hive Mind variants

- Added a Consumer Good Upkeep to Civilians from the Strengthened Government modifiers from Under One Rule
- Added a minor Consumer Good Upkeep to the Trickle Up Economics Tradition

It would also make these buildings less palatable for any non-Hibernation builds, my opinion is it's better to just nerf the values of these buildings.

this seems to be modded issue. Did you have any mod that creates jobs that cannot be filled? Because that's the cause of my own grief earlierAny fix for virtual empires endlessly producing civilians? I had 180k pops on 5 habitats by 2280, almost all civilians despite me maxing out building slots. I couldn't continue the game due to the absurd amount of energy they consumed. The lag was horrendous as well, and worse than usual for 4.0.
