And by letting all USSR member states the option to break away, but almost none of the US states, you also give the US another big gameplay advantage, unbalancing the game even more.

Well according Article 72 of the Soviet Constitution , the option for those Republics to break away was allowed.

Article 72. Each Union Republic shall retain the right freely to secede from the USSR.

A US Supreme Court ruling in 1869 says that US Constitution did not permit states to suceed.

As far as the game goes, having colonies may be more beneficial especially having colonies close to ones homeland. The Devs havent gotten into all the specifics of what advantages of having colonies are, they only suggested they could be used as possible places to create tensions.

IMO The USSR has the advantage on colonies. I see WW3 starting if the US players messes around with any of the SU colonies in any way and gets caught while the SU could probally steal Guam w/o starting war. Messing with PR and the Canal Zone might be tricky but if they get a good hold in Cuba then those Colonies might be doable as well. Thats not counting what benefits of having colonies might bring that the Devs havent already mentioned.

Apart from the discussion before,
a simple question regarding colonies came to my mind:
Will we be able to construct buildings in the colonies, just as in normal territory?
The Soviet "colonies" would make that necessary.

To the posters suggesting a U.S. collapse similar to the USSR in 1990/91 should be possible: what do you see as conditions or triggers for this to occur? In the 1960s and early 70s the U.S. was wracked with assassinations and considerable amounts of civil unrest and demonstrations (civil rights movement, anti-war protests etc.), none of which was sufficient to create a rift strong enough to shatter the union.

EDIT: I should add that I mean this in games mechanics only; I don't want this to become a political discussion.

Sorry, but there was sth like 0 chance for US states to secede in the XXth century. The Soviets had included many seemingly "good" things in their constitution, but unlike in the USA, nobody cared about it. That's reality.

Game MECHANICS should be balanced, not the equality of power. The Soviet Union had always been weaker than the USA, but it was still the second most powerful country in the world and that allowed them to influence the world politics. Just as it is harder to win as the South than as the North in the American Civil War games, it is logical that playing as the SU should be harder than playing as the USA. As long as both sides can "win" and the game provides enough challenge, I think that we should be satisfied.

Yes.

If you build a military complex (required for some facilities) the hex location becomes your territory.

Does it return to the original country's control if dismantled though? And can it be handed back without dismantling the facilities?

I Think that there should be republics instead of colonies in a new country type 'Federations' but also have the real colonies as colonies for example the British and French empires had 'Colonies' not republics(for example the USSR was a federation and so is the US) in which they would act more or less like a normal colony but they are more integrated into the country... p.s and i think alot of people would be happy because its more realistic and everybody would want to try to dismatle the USA :p

Good point i just think if someone wanted to they could make a mod on that basis after (but US should always be 100 times harder to break apart cause thats realistic) :D
TBH the game looks great and i think it will be even more great playing it and changing history for better or WW3 worse!
Good job guys on making the game :D
