Late Alpha. And I think HoI4 isn't in beta currently.
Right, I thought I read it somewhere. Anyway about HOI I found this:
Hello everyone and welcome back to the Hearts of Iron IV development diary series. Now that we are officially at approved alpha, and are now moving forward towards a beta milestone in the end of the year.
Thats on June 12th
And about Stellaris I found this:
"Most of the systems are already in place and the game is already in late alpha" That's from Rock Paper Shotgun on August 6th
So I guess Stellaris is a bit ahead. So February is plausible but I think the devs avoid announcing it because it might be later
 
Note to those using HOI 4 schedule as a benchmark.

I am all for extrapolating on known data but here you are making an error. HOI 4 was revealed early, under a previous release policy, and this backfired massively. The reason you know about HOI 4 is because the project was prematurely released and then delayed. I remember reading a post in June saying that under paradox's new policy it is unlikely we would have been informed about HOI 4 before PDXCon 2015. less speculatively Paradox is no longer revealing games before they pass to BETA. lo and behold stellaris has been revealed. we can, therefore, expect release in 6-8 months. This is of course subject to delays.

If I were to guess (complete speculation) bi-monthly dev diaries will start sometime in september.

Which plan is this exactly? At least make it clear when you speculate, because it could easily be misconstrued as there having been an announcement from PDS on the topic, and as far as I'm aware there hasn't been.

Info came direct from Henrick Frahaeus in a recent podcast where he said they were currently in a process of testing a few mechanics but are pretty much ready for beta and further refinements :)
