When I get the Mediafire link up, the file always changes to a folder called 1914, which seems to be a scenario folder.

I got it to work somehow. Thanks!

I've got .NET 4.-something, so updated past 3.5. I'm trying to open the scenario ofthe mod Domination of the Draka, which uses the E3 map, and the province editor map will never load. Other functions work just fine and open up.

I was looking for simple CSV editor for AoD, then I found this. It is just perfect tool.

Edit: Exported province.csv stuck in "Initializin Provinces..." phase and exported .inc file crashed the game. It looks like it's not working for AoD v1.11D.

My guess is the editor isn't 1.05.1 compatible as you can see from several posts above. The author's last post is form 2016, so I don't think he's available anymore. Go manual to add new tags in your files.
 
Can you add somthing to create events and division types?
 
This editor is still useful for a lot of things. But be aware that sadly it is outdated. Editing the misc.txt file through this has been messing up with my file in the past. It's good to edit all the rest which is already very good ! ;)
 
In my memory there is a save buto to press in the editor to save the changes, maybe you missed it (or it's buggy)
