Hi,i'm making portraits for a mod but the portraits haven't got the good size .What the good size (in pixels) to avoid size problems ?

That is the reason.
You should work with graphic tools/programs like Photoshop or Paint.net (freeware that should do the job for HoI II).
I'm working with those tools. It is easy and it will work.
The rest (those online stuff) is trial and error.
The image needs to be 36x50, and a 1x1 white border isn't strictly necessary but recommended for consistency and contrast. Things like bit depth matter too, if those are wrong your portrait will likely either not function at all or lose the the ability to be highlighted while hovered over.
Easiest solution is to take a pre-existing vanilla portrait, name it to whatever you want it to be, and to open it in photoshop/GIMP/etc and overwrite it with the image of your choice (make sure it is black and white for it to function properly), and you'll have a new image within the vanilla parameters.
