The program is quite old and simple, at least in its runtime part so it's hard for me to guess then what's the problem. Maybe it's the matter of .NET Framework installation which if it's somehow broken gives such silent crashes?

I sorted out the links so they point to the very final 1.3 version which is v. 1.1 + few minor fixes.

Hi, if tried using the Provnce Editor with the E3 Map. I have managed to load the map into the editor, however the Province data does not seem to be loading, probably from the Province.csv and province_names .csv files. What am I doing wrong? Any ideas? Thanks.
Hi i have the same problem with e3 map 1.1.7? i try to edit commes in provinces csv but i have still this error. But the files are equal formated i think. Thanks
i didn't test it with other olds maps, i have a old mod e3 i think i will test on it. Any one could use the utility sucessfull with e3?

I'm asking because there's quite a lot of files you need for the editor to be working and want to be sure that it's only CSV file that gives the problems. Do you have all the required images with colorscales map and ID maps?
icouldnt extract all the png, utility crash, may be will need al files to show something. Could you extract colorscales on e3 map (1.0 or newer)
I didn't work with E3 map myself but that's why I asked - when you have all the files and the program still doesn't work, let me know.
