I'm having that problem where colonists resurrected by project phoenix lose their specialization, but still somehow count as a specialist while in the colonist menu. This could be a mod conflict problem, just wondering if it's breaking for anyone else before I report it as a bug.
 
Project Phoenix was never fixed. They were supposed to have fixed it a few large patches ago but I know that's not the case cause I played after that fix was implemented and it was just as screwed then as it is now. Project Phoenix needs to be reworked completely and be given a of/off switch.
 
Project Phoenix was working perfectly for months, as recently as the space race release. I worked fine in my first game as Japan. My most recent game with that breakthrough was the first time it's been broken.
