Is there a step by step procedure to follow that would at least increase the odds of success? Or, is it too random?

I was playing France (once!) and when I tried it with Brittany they responded by cancelling their vassalization! And I was at +200 with them at the time! But, in another game as Spain I 'saw' that France had apparently done it with Lorraine (at least there wasn't a DOW that was announced or anything).

Have a high DIP monarch
Have +3 stab
Hope target doesn't have +3 stab
Have luck with the 'dice'
 
heres how i usually go about it, make a DoW or finish a war and pay close attention to the size of your intended annexe's army. usually right after a war they should disband most of their standing army or not build more for a short time to worry about province reforms (forts, ...) . Even if they just gained territory in the war they should be ripe for annexation because they are in serious need of protection. Works wonders, last night i managed to annex the hanseatic league as hungary in this very manner, the catch to it all was that they had an army twice the size of mine which was in a shambles handling war exhaustion revolts.
 
Are some countries not annexable?

I've been playing as Poland and have been trying to lower my urge to take over provinces with JUST my armies so I began beefing up my diplo endeavors. BIG MISTAKE. In 120 years I couldn't get Hungary to be my vassal 12 times. Every one was with +200, Royal Marriages and alliances. Even after they were completely overrun by Austria and I bailed them out they refuse. Venice refused 17 times over the same period. Some +200 and Royal Marriages. My army is 10-15 times the size of theirs and I have Stab +3 every time. I might be able to understand Venice since they have a high stability, but Hungary? Even when they had no army and 3/4 of their provinces were in flames they denied me. Is there something I'm missing here? I ended up restoring an older game and took Hungary by force. Much easier, cheaper and faster.

Are only small countries annexable? Hungary has maybe 6 provinces and Venice had 4. This compares to my 40+.
 
Playing as England I'm having troubles annexing Hannover...

Before I converted to protestant I had a possibility to annex Hannover ( the annex button highlighted ), but converted to protestant. Shortly afterwards Hannover followed suit, so I once again made them my vassal and boosted relations to 200, and made sure they were always in an alliance with me...

That was 120 years ago, and the annex button has never been highlighted again!!! I can't annex them, even though all the criteria are met. I have annexed countries in previous games...

I have a similar experience. I could not anex them as catholic due to lacking the common border. Then I military annexed Hanseatic league (with my vasal Brandenburg). I hoped Bremen will help me to anex Hannover diplomatically, ... but no way, although all conditions were met. Some years later I dipl. annexed Brandenburg and suddenly (after raising my relationship back to 200) the annex button went active. Still I was not able to annex them, although I have tried several times. Meanwhile I have diploannexed Saxony and neither Saxony nor Branderburg were weaker than Hanoverians, but they still refuse. I have played two other games as England and never managed to diplannex Hannover.

I'm only a newbie here but how about your BB rating? After playing Spain in the GC in the easy setting as my "tutorial", I switched over to England on the normal setting. Early on, I was quite successful in obtaining royal marriages from high relations minors, but then I invaded Scotland (with CB no stability hit so why the hell not). Eventually, I militarily annexed them. Ouch! Regard dropped 100 in most minors although a few (Germanic ones) didn't seem to care. After carefully cultivating a minor (Lorraine) up to +200, I tried a royal marriage and failed. Brought it up again, failed. After the 3rd try I looked at my setup file and saw that my BB rating was 10 (highest). I had been used to only having my BB rating go up a little at a time playing as Spain and militarily annexing muslim North African nations. A hit of 10 was a surprise - I guess I should have spent more time on this forum. Anyway, after hacking the setup file to lower my BB rating, I had no problem arranging royal marriages with high regard minors. So I would imagine tht your BB rating should have an effect on political annexations, no?

I have one question though. Upon starting the game as England I was given the mission of taking Gascogne from the French in 5 years. Given that I had no CB, not a large army to start off with, didn't want to see my stability drop into negative territory, and was more interested in Scotland, I was prepared to ignore it and take the VP hit. However, Spain declared war on France and as an ally, I was asked to join. Since my stability was +3 at this point and I didn't have to worry about Scotland, I said why the hell not and joined the war. To my surprise my stability remained at +3! So if you are asked to join a war against a country you do not have a CB against by an ally and you concur, there is no stability hit? Now my only problem is to move all my remaining troops from Scotland, load em up on my fleets, and invade Gascogne from the Sea - all in less than 1 year I have remaining for my mission.
