I don't every diplomatic relationship is equal. Although it will take a lot of rework and balancing on the devs part, this seems totally feasible for the game's current engine.

I think influence slot should be proportional to the size of the nation you are dealing with. If you have a high dev ally as a buddy when you are really tiny, you probably could not afford to spend time appeasing another really large and powerful nation.

On the hand, if you are a really powerful nation, a small OPM shouldn't bother you diplomatically at all.

My inspiration of course comes from Victoria 3's influence system, where your relationship contract with another nation determines how much influence you have left to spare for other relationships.
