So my diplomacy action button is completely greyed out for the country I'm playing doesn't matter what country or mode I'm playing. The shortcut key doesn't even work. I've tried to remove all my mods and even uninstalled and reinstalled my game still the issue persists. Anyone have a solution for this?

Has this always happened for you? Or it was okay up to some point?

If you test on a different computer with a new campaign there, does it still happen?
 
I am having the same problem. I am a brand new player; I just bought the game on Wednesday, 3 days ago. I started a game and was able to play fine. The Diplomatic Actions button worked and I used it many times. But now it's greyed out. One note: I selected the button to the right of the Diplomatic Actions button and used it to look at which countries favor me by how much. I wonder whether selecting that second button is what caused the issue. I see from the screenshot above that the OP also is on that second button. Maybe using that button makes Diplomatic actions inaccessible?

I use a Mac, but I just tried on a Windows machine, and the same problem occurs. So it's not machine dependent.

Then I guess this is either a bug or WaD in some way! I'm not familiar enough with the gameplay of this game to say either way I'm afraid.

Please post it in our main EU4 forum if it's not mentioned there already:
I'd suggest you attach your save file and screenshots there for the gameplay experts to look at.

If they agree it's likely to be a bug, the proper place for it is then in the Bug Reports forum there:

That's where our QA people gather and qualify bugs to send on to the developers. Please make a detailed report there, and attach those save games and screenshots.

Thank you, Andrew. I tried to post on the forum you linked, but I got a message saying my post is spam-like and unsuitable. I tried to post here what I posted there, but I also get a spam-like rejection here. I’m not sure how to ask for help. My post was a description of my issue, similar to what I posted above, and I don’t know how to make it suitable.

I have figured out what the problem was. Perhaps it would help others. I would go to another country's diplomatic screen, but then I would press some other button and it would take me back to my own diplomacy screen without me realizing it. So in fact I was on my own screen, but got there in a way that kept me from recognizing that I was back on my own screen.
