As far as event modding for diplomacy actions between countries, it appears very limited. All I can see is:

relation = { who = x value = y }

There appear to be no direct "effects" for tribute, alliances, military access, etc.

The alliance_with effect does not appear to create an alliance.

Does anyone know any different ?

As far as I can tell, you're basically right.

The only real diplomacy-related effects I can think of off the top of my head are "relation = { who x value y }" and "war = yes". I've tried all sorts of combinations to even just get a peace, but nothing seems to work (I tried "war = no", "peace = yes", etc) even though there is an effect for it in EU3, IIRC.

So, sadly, there's little we can do to influence diplomacy through events. I'd be happy to be proven wrong, though.
