War, Peace and Treaties (RM, Vassals, etc.)
Declare War
Pre-conditions
- Not in the same alliance
- Target country does not grant your country Military Access
- Not already at war
- Stability > -3
Post-conditions:
- We are at war with the target country and its allies that have chosen to join the war
- We can ask our allies to join the war. If an ally dishonours our alliance (i.e. refuse to join the war), it is removed from the alliance and your country (and not other remaining allies) gets a 6 months temporary Casus Belli against it.
- We are able to offer peace to the target country or to one of its allies.
- Break existing Royal Marriage
- Bug: Not documented: If the target country has a stability level less than 0, then it gains 1 stability.
- Bug: Should revoke any Military Access given to target country or its allies that join the war.

Offer Peace
Note: Wars can end with a White Peace after 36 months of inactivity if no provinces are occupied.
Note: For peace negotiations, the Alliance Leaders are not the countries that initiated the alliances but the country that declared the war and the country that was declared war upon.
If you are the Alliance Leader, you can negotiate as Alliance Leader (i.e., for all countries inside your alliance) or a separate peace for your country only. Similarly, if the target country is the enemy Alliance Leader, you can negotiate with it as the enemy Alliance Leader (i.e. the treaty covers all countries of the enemy alliance) or a separate peace with this country only. To change the role, click on the shields of the countries on top of the first Peace Resolution dialog where you can choose among "Demand tribute", "No tribute" or "Offer tribute".
Pre-conditions
- To be at war with the target country
Post-conditions if accepted:
- Your country is not at war with the target country.
- If you negotiated as the Alliance Leader, your allies are not at war with the target country either.
- If the target country negotiated as Alliance Leader, you (and your allies if you were the AL) are not at war with the target country's allies.
- A truce of five years (and one month, but this is a bug) is present between the countries that signed the peace treaty. If you declare war to a country while you have a truce with it, you will suffer a -5 stability hit. You also can't embargo a country while you have a truce with it.
Post conditions if refused:
- If your proposal was very generous (i.e. several % under your victory score), the target country may lose 1 stability point.

Pre-conditions
- Target country is not a vassal of another country (they can't have RM)
- Share the same religion
- Exception: Orthodox countries can offer RM to all Christian countries
- Bug: No restrictions for countries with new religions (Buddhist, Hindus and Confucian). They can also be offered RM from Moslems countries.
Post-conditions if accepted:
- Your country has a Royal Marriage with the target country

- Bug: In rollover but not applied: Give a 1-year temporary Casus Belli to target country against your country.
- Bug: In rollover but not applied: Greatly impair our relations (relations unchanged)

- Have a Royal Marriage with target country
- Be part of the same alliance
- Have 190+ relations (Note: No need to have good relations since a long time, that kind of information is not part of a saved game...)
- Have the same religion

- Your current relations with it
- The relative sizes of your two countries (if your country is a lot bigger, this help)
- Your badboy level
Post-conditions if accepted:
- The target country is now your vassal.
- All Royal Marriages of the target country are cancelled at no cost and no new RM is possible.
- You will earn one half of your vassal monthly province tax income (see economic FAQ)
- The target country can only enter alliances with its suzerain
- The target country still can declare wars.

Annex
Pre-conditions
- The target country must be your vassal for a least 10 years.
- Your country must have 190+ relations with it.

- Your badboy level
Post-conditions if accepted:
- All provinces of the target country are transferred to your realm
- All armies and fleets of the target country are transferred to your country (they stay where they are)
- Bug: Not documented: Give a 2-years temporary Casus Belli against your country to all countries with -150 or less relations with your country.
VP when accepted: +20
Relation change when accepted: N/A
VP when refused: -50 (or -100 if vassalization is broken, to be confirmed)
Relation change when refused: -0
Documented stability hit: Your stability can increase if the target country has a higher stability than your country.
Note: Annexing a country may increase your badboy dramatically.
Also note: The following observations are from the French Forum:
* A common border is necessary.
* You must be allied with your vassal given that you can't offer annexation to a non-ally.
* You need to be of the same religion between the Reformation and the Edict of Tolerance.
