Diplomacy Perks Issue

Description​

Confidants & Friendly Counsel

Steps to reproduce​

When u make a friend you get Confidants & Friendly Counsel up to the max cap , after they die u lose 1 line for each dead, if you make new friends you don`t get the bonus from perks again.
So in short words my ruler have 46 years old with 18 friends alive and I have 0% stress from perks and 0 stats from friends I don`t know is the same issue also for Sound Foundations because I never pick it.
