So what is it? It says the empire will not accept. But after hitting the button it will accept. So it's not displaying the right information.

Please tell me how I can improve this report/finding by writing 4000 characters.

And since you almost never get a response to know if it's a bug, if it will be investigated, if it's already known, if it will be fixed etc. I started creating shorter posts recently. I don't want to waste hours for a bug report that seems to be ignored. Usually people in QA get paid for this.
There are a ton of bugs I reported many months ago that are still not fixed. With tons of Screenshots etc.
 
It’s the way it’s supposed to be. Don’t forget it goes down (and up) depending on your relationship with them so if you have good relations they’ll accept if you sweeten the deal. The whole point of vassalisation is giving up your autonomy to another empire. No one is going to want that, so all requests start of negatively.
 
The tooltip always shows -800 to - 2000 agreement. But when I hit the button often the default values Show a green checkmark and it will be accepted.
I'm guessing you're referring to the tooltip in the diplomacy screen right? That tooltip is indeed incorrect. For some reason it takes into account how you vassalize an empire. Certain AI personalities tend to have a -1000 penalty due to "not liking vassal type", but despite that they'll still accept the same conditions when proposed.
While I can't say for certain that it's a bug. I have witnessed some oddities with vassalizing overall
