Someone pulease point me to a guide or tutorial on how the Diplomacy screen/manager works! I am looking at 3 races 'cards' with a bunch of stuff on them and no idea what to do. I've had this game for almost a week and just now realized I can scroll through each card. Worse or typical, I click on the question mark at the bottom and nothing happens. Jeesh...

In the Diplomacy Manager, you get a card for each of the other Factions in your game after you have encountered them.

There are arrows at the top of each card, left and right, which cycle through the various options available.

In general, with Diplomacy, you will need to have diplomatic points before being able to request treaties, or in some cases break them.
Diplomatic points come in two categories, General and Race specific - GDP or RDP.

RDP are worth more than GDP, but can only be used when in discussions with Factions predominantly of that Race / Species.
GDP can be used for any negotiation, including that involving the various minor Independants, but the exchange rate is around 4 GDP for 1 RDP.
RDP will be used before GDP start to be converted.

At the top of the Diplomacy Manager is the number of GDP you currently have.
GDP accumulate based on the number of Provinces you have, as well as the number of Diplomatic stations you own.


On each of the Faction cards is displayed that Faction's Avatar, Color and some technical details including that Factions Hazard Rating relative to your own.
Here you will also find how many RDP you have currently for Species that predominate that Faction.

Using the right arrow icon at the top of the card will take you to the Diplomatic Actions section.
Here you can Do formal declarations of war, and make the usual diplomatic demands.

Using the right arrow icon once more brings you to the History section.
Here you will see listed recent issues and actions that have occurred between your two Factions.

Using the right arrow icon once more brings you to the Espionage section.
Here you can see how many Intel ( Offensive ) and Counter-Intel ( Defensive ) points you have to spend, as well as currently running Espionage missions.

Using the right arrow icon once more brings you back to the initial display with Faction details.

In the Diplomatic Actions area you can click on the various actions listed.

Surprise Attack will essentially Declare War, but without the niceties of Diplomatically telling your Opponent your intentions.
While this sounds reasonable, the other Factions in the game will take note of your actions here and may respond as appropriate.
Similarly your own Civilian population may respond negatively, resulting in a Morale hit across your Empire.

Declare War is the Diplomatic approach to attacking someone.
The advantages include significantly reduced Morale loss among your Civilians and improved Diplomacy with other Factions / Independants.

Request is a Diplomatic action available once you have a Treaty with that Faction.

Demand is a somewhat less friendly Request, and hence available even from those you are in the midst of warring against.

Treaty is where you would go to try and encourage others to stop shooting at you.

Lobby is where you attempt to raise the Diplomatic opinion of your Faction with another.

Give is where you would attempt to make nice with another Faction, whether to try and improve your standing with them, or to bolster them in their war against a third party.

1. You mention Provinces? I saw the Star Map view mode button at the bottom of the main UI but have no idea how to create a Province. Does the manual cover this? I think I read somewhere, probably via Google of all things, a system needs at least a Civilian station to start a Province???

2. I keep getting these pop-ups about Trade Treaty Offer, but from Civilian Colonies that appear in systems I have surveyed, some with multiple planets of only 1 or 2 I've colonized but not all. Something about "Civilian Colony wants to trade with you for 0 turns offering the following incentives _______." Okay zero turns and offering nothing!? I always click "Accept" but what is the benefit and why not click "Decline?"

3. Kinda related to #2 I go into Diplomacy Manager / Independents and I see all these "Factions." Each 'card' is about as blank as the Empires. Should I just ignore this until later in the game or if I badly need their planet?

I appreciate you taking the time to give me some insight. It astonishes me Kerberos made this game with all this stuff and never thought to explain how it works. Every time I start the game I click on that question mark at the bottom of the UI hoping someone filled it in with helpful info.

The Province creation button is currently the 5 pointed star in a circle below the rotating Research Project cube in the main Strategic screen.

The rules for Province creation are that each system for inclusion in the Province must be 7LY or less from any other system in the new Province, and not already in another Province.
You also have a maximum of 3 Systems per Province.
Both the LY distance limit and the number of systems per Province can be increased through Tech research.

You can open up the Province Creator at any time just to review what is available.
To close it without creating a province, click on the same button once more.

Accepting gives them warm feelings, refusing makes them wonder if you will be dropping by with Assault Shuttles sometime soon...

As you select each Independant in the list on the left hand side, a card showing the predominant species will pop up with an abbreviated version of the various cards available for the primary Factions.
Similar Diplomatic Actions are available here as for the main Factions, with some differences in each available choice due to the Indy not being a major power.

Independants are useful in that they do not require upkeep and can still contribute to your Empire if you can bring them to like you enough.
Bringing them to the point of liking you enough may be more effort than you are willing to undertake, in which case you can choose to simply declare war on them and claim the world that way.
As with the major Factions, how you deal with Independants will be noted by other Factions and your own Civilians, as well as being reflected by movements in the Govt graph. :)

I've got a question too for the topic; what does the chart on the faction cards represent?
The line chart underneath the Faction portrait is intended to show the movement of that Faction's interest in you, from neutral up through liked or down through disliked.

It's a way to quickly review your current status with that Faction, and the recent trends.

That line needs to be thicked-up a bit. The AI-players will have an alliance with me, then suddenly DoW, and then accept a peace - all in three turns. I can't tell if they love me or hate me. I'm not even sure if it matters. ... ?
 
I kinda understand the diplomacy screen. But why is it that I know of 5 different factions I am bigger and more powerful then all of them and all of them want to be at war with me even after i beat them down they declare war again 2 turns later?
