My king has 17 in diplomacy skill(incdluing court) and is allied with Aragon. I figured it would be a good ide to be allied to Leon on the other side to, but when I clicked him to propose alliance I got the message my diplomacsy skill isn't good enough to have more alliances.

How much diplomacy skill is needed for each ally and is there a way to increase it exept hoping for a good heir and a counsil member with a good diplomacy skill?

Also how much intrigue skill do I need for each province as a king? With a 10 in total I can only have 2 without a penalty. (my king only have 2 on his own so he sucks at that).

You can only be in one alliance at the same time (the tooltip is wrong, it used to be based on your diplomacy, but that was changed.)

The other thing you already asked and I already answered that

If you hover your mouse over the gold-icon at the top of the screen, then it will tell you how many provinces your ruler can control directly without a penalty.

The calculation depends on your rulers-intrigue and his title-level

Count = intrigue*0.25
Duke = intrigue*0.50
King = Intrigue*1.0

If your ruler can only control 2 provinces then his intrigue is very low.

It doesn't have effect on the income of the province or the revoltrisk.

You can convert the culture of a province, check the FAQ-section for the event

That is just a graphical thing, doesn't have any effect in game

I saw that, but I can't figure out how 10 intruigie and a modifier at one, can become two, no matter how I twist it around. I get a king can have twice as much provinces as a duke and 4 times as much as a count, but apart from that it doesn't tell me much.

It is only the intrigue of the ruler itself that counts, not that of his spy-master.

The starting king of Castille in 1066 has an intrigue of just 2.

How much money does it give to own a province compaired to give it to a count or duche? You can build improvements ofcourse who seems to mostly pay back after a hundreds years or so, and you can use the troops withouth worring about loosing loyalty(but will again drain your treasury).

In my castile game I seemed to earn about 2 on 3 counties and 4 on 2 provicne on my own. Given that my provinces is richer form start I say you get about half the money. But with adding to a about100 years wait for return of investments(those who increase your income that is), and a bill of 38 ducats pr month with the army up an running, (about the extra money I earn in 19 months) it seems cheaper to let the counts and duches have the provinces and use their armies, and letting them build improvements instead of haveing alot of provinces yourself.
