I think I found a bug.

I was playing Rome at war with Eburones (alliance leader) and Suebi. I've occupied the entire Suebian territory and only two provinces were still in Eburones' hands.

Suddenly Eburones had a civ war in which they settled for peace immediately with a weird result in diplomacy relations: I was not at war with them any longer (they got back the provinces I was occupying), but I was at war with Eburonian Rebels with no possibility to settle for peace from the diplomatic interface (I only had the option to declare war). From the same interface it resulted that we were at war, in fact the Rebels were able to send peace proposals, which I accepted repeatedly with no result.

On the map it was clear that I was occupying the rebel provinces.

I can provide a savegame if needed.
