There is a reason the game ends when someone gets 18 SC, it is because by that point, victory is guaranteed. Before that, it isn't.

And because of this, I think, we have played the previous games with the rule that players can win in teams, thus giving the option to end the game before it loses its momentum or stirring up the momentum, e.g. "Do I want to share my win with that 6 SC bandwagoner or will I try to win alone?"
