Diplomatic Play support prediction is bugged

Description​

I have a truce with Bolivia. When starting a diplomatic play, it shows that Bolivia isn't able to support me because we have a truce, so the support score is "N/A". It's incorrect as the null predicted support should be AGAINST me, not FOR me (Bolivia won't be able to support my target because it has a truce with me, so it can't join wars against me).
Not a big deal, but still.

Steps to reproduce​

1. Have a truce with someone.
2. Start a diplomatic play.
3. See that the predicted support numbers are incorrect.
