What are the results for other nations when:

- vassallizing another state

- peacefully annexing one vassalized state

Why some nations are refusing vassallisation even when conditions are meet?

Your relations with other nations will become worse, when you annex another country by diplomacy. I THINK the drop is lower, than it would be, if you forced the country by military means.

I suspect that the probability of a succesful vassallisation depends on the relative power status. A small nation will accept your offer quicker than a larger nation. Obviously religion and your monarch diplomatic rating have a say as well.

A minor nation with good stability and no war won't accept any annexation.

Whaddaya mean? I've annexed lots of countries with +3 stability. And you cannot annex them when they are at war anyway.

I also succeeded to annex countries with no war and good stab.
btw, I think you can't annex a country at war (nor vassalize it). You have to wait the war is ended.

Some nations are far more reluctant to vassalization (so annexion).
The relative power of the two countries also seems to influence the results,yes.

About requirements met to annex and being not able to :
- check if the targeted country is at war(as I said)
- you have to have a common border with it

Vassalization refusals can happen from bad luck to... bad luck.
Check your monarch diplomacy skill.
