I am trying to go back to the vanilla game, I have no mods enabled in my playset. It still shows the error that I have mods enabled. I try to start a new game and it is still showing some of the mods as buildable and all achievements are disabled. I have attempted to unsubscribe in the mods.pdx, I have uninstalled and reinstalled the game and I have deleted and uninstalled every mode that I initially downloaded. Does anyone know how I can get this to disabled or is this a bug that they need to address?

Please go to mods.paradoxplaza.com and unsubscribe from ALL mods and assets.

THEN do a clean reinstall:
Remove the game from Steam or the Xbox app (uninstall)
Manually delete all these files and folders, if still there:

…\Steam\steamapps\common\Cities Skylines II\ (if on Steam only)
…\AppData\LocalLow\Colossal Order\Cities Skylines II\
(first move the /saves/ folder elsewhere to keep your save games)
(To see the AppData folder you'll need to enable View Hidden Items in File Explorer)
Install the game again and start a new test city (NOT load any existing one).


From now on, please only install and use mods that have been updated since the latest game patch, as every patch will likely introduce some incompatibility in some or all mods.

I was able to get rid of the message but now I don’t want to use any mods. What is the sense of having mods if they break the sim.

I wouldn't say they break the sim, but they do expand on it.
However, allowing them to be used to earn achievements would allow players to cheese the requirements for those achievements.
