Display Issue, Pls. Help

Hello, I just purchased Victoria and am having a little problem, I hope someone can help. My system specs are as follows:

Game Version & Patch (incl. publisher): V. 1.02 NA (Strategy First)

OS & build/SP: Windows ME 4.90 Build 3000

Computer, CPU & speed: Intel P4 1500 MHZ

RAM: 126 MB RAM

Free HDD space: Alot

Video (brand, model, driver, memory): 16 MB ATI Rage 128 Ultra

Sound (brand, model, driver): SB Live Wave Device

DirectX Version: 9.0

My problem is that when I load the game the movies play but when it actually comes to loading the game itself all the lights on my monitor start flashing and I ahve to Alt Tab out of the game. I know this has to do with screen resolution. My computer is set at 800x600 but under the game config file it only allows me to select 1024x768. When I try to set my system (via the control panel) to 1024x768 again all the lights on my monitor start flahsing. Consequently I cannot play the game! I hope someone can help with this. I don't understand why I can only run this game under the one screen resolution (all other Paradox games e.g. HOI and EU2 allow a choice) and I don't understand why my comp. won't allow me to change it via control panel. well now that I've thought about it I think that perhaps my monitor is too small to use the 1024 screen resolution. Can I not play Victoria in 800x600?

Depending on your monitor or the monitor you r system thinks is attached, it may not be capable of displaying that resolution.
One thing to try with the game is make sure you have your colordepth set to 16BIT, also rename your AVI folder to AVI_back.

I don't think it is capable of displaying that resolution (1024). I have tried the below with no success. It is ok to display the movies, but not the game itself. Is this the only resolution in which the game can be played? Thank you very much for your assistance.

It can be played on a higher resolution but not lower than 1024x768.
What kind of monitor do you have?

it is a Dell E551.

When you look at the video properties what Monitor does it say is running.
Rightclick desktop, select properties - settings, then advanced. One of the tabs should be monitor.

Dell E551 should be capable of 1024x768 at 60Hz refresh (800x600 at 75Hz).
See Dell's specs here.
Probably Windows is not recognizing your monitor correctly if you can't set the desktop res to 1024x768.
