During my 2 latest games I have tried the "Lesser" realm stability game rule and, while massive civil wars occured in most realms, the Abbasids were weirdly stable. After gaining a border with them to become their vassals, I realized that the Dissolution faction was disabled because of an ongoing struggle despite the fact that the Iranian Intermezzo had reached a Concession ending somewhere during the tenth century in both cases.The game rule is the only cause that I can think of because it's the only difference with 2 other games started in 867 where I was able to dissolve the empire or I witnessed it happening (all the saves mentionned were made after Khan of the Steppes came out)

Enable the "Lesser" realm stability game rule while starting in 867Play until the end of the Iranian Intermezzo
Try to create a dissolution faction
