There are some civics and advanced authorities which transfer much of an empire's unity production away from bureaucrats to duelists and enforcers, and in the case of duelists, naval capacity too, the latter at the expense of alloys compared to soldiers. Enforcers are also an important part of job efficiency-boosting authorities. Before zones and specialization, these were roughly on par with bureaucrats anyway because of the reliance on buildings for all of these jobs. The ecumenopolis entertainment arcologies also offered highly stacked entertainer jobs. I suggest reintroducing that same kind of specialization, at least for certain civics and/or authorities, for ordinary planets too. A way to boost their unity production (but not other outputs, like duelist naval capacity) and/or reduce upkeep (for duelists) through planet designation would be great too, and thematically appropriate for those empires.

While certain builds would justify a "Justice Zone", I actually think the better solution is to have a planetary unique "enforcer" building that has like 5 or so levels and each level adds a small number of enforcer jobs per city district (and a small energy upkeep per level per district). This can make law enforcement scale better with extremely dense planets for all builds, and it can be a critical focus for builds that get bonuses specifically from enforcers.

I would be okay with that. Psionic could then outright swap the building for telepaths.

On the duelist/useful entertainers end, they did originally have a zone and it was immediately axed because it was terrible. That could also be a building granting scaling jobs based on the host district.
