Firstly: great job you guys are doing on the game :D
I have a problem occuring after the 1.0.21 update. When it was first downloaded, the Tokyo DLC did not appear in the Campiagn menu anymore. Nor did the new vehicles in-game. Checked the logs, and it did actually say it loaded both the tokyo.gs and the vehiclepack04.gs files.

So I verified the files on Steam and everything was ok, but still no sign of Tokyo or the new vehicles. I extracted the metro.gs into a "metro" folder and renamed the gs file to OLDmetro.gs and did some minor adjustments to some of the vehicles (like I had done before the patch, only now with the updated files from the new metro.gs). Still no luck. So I deleted the log file, and suddenly the Tokyo DLC showed up.
I am however missing the new vehicles from vehiclepack04.gs.. :/ Any ideas?

[EDIT: Btw; I have all the other DLCs, and they're working fine.]
[EDIT 2: I uninstalled the game and reinstalled (using Steam), but now both the Tokyo DLC and the vehiclepack04 is gone, eventhough the logs say they load them :S]
 
Try removing the files tokyo.gs and vehiclepack04.gs and then verify game cache again.
I also have all the DLC on steam. No problems here.
 
Okay, so here's the deal:
When I uninstalled the game, the vehiclepacks and Tokyo DLC were left behind. The reason is that I had edited the script file for the vehicles changing passenger capacity (multiplied it by roughly 1.15 for a slight increase), and saved them as new .gs files (with the same name as the old file of course). This used to work on all the DLCs until the 1.0.21 update, and apparently it still works for the three first vehiclepacks for some reason. I deleted all the DLC .gs files and verified the game cache and Steam downloaded the missing packs. And then the game worked normally.

I did however lose the slight capacity increase on all the DLC vehicles because of it, making the game unbalanced. So I created the "addons" folder with folders "vehiclepackXX" and "tokyo\vehicles" and extracted the vehicle folders from the different packs into the corresponding folders in the addons folder, deleted all the files for each vehicle except the script files and multiplied the passenger capacity by 1.15 there. And everything finally works perfect ^^
The only thing I miss is my recorded progress in the different scenarios and for the achievement progress, which I didn't back up beforehand.

I have no idea why the game suddenly didn't show the last vehicle pack and Tokyo in-game even though they were loaded normally according to the logs, or why the edited tokyo.gs file worked at one point, but the problems is solved and I still get to have the capacity change and the changed release dates for the DLC vehicles :)
