Back again. After downloading/installing the game from my steam library onto my laptop. The same issue occurs. I have no access to any of the DLC that I own.
I made sure to check the files to see if the DLC is actually there. All 15 of the DLC i own are indeed there but are not accessible in game.

Then it seems clear you have a Steam Account problem, the like of which I have never seen before. Please contact Steam Account support (NOT Steam game support) and have them check into your ownership of those missing DLCs.

Are you aware if the missing ones came from a different source/store then the working ones?
 
I have just bought the last expansion Lithoids but I can't see this new race in the starting menu. Am I missing something or what ?
Exit the Steam app completely then restart.

Also check you are on the latest patch .
 
As far as i am aware, all of my DLC has been purchased through steam. Besides Stellaris: Apocalypse which was given to me by your lovely press staff for streaming purposes.
Steam shows it is currently up to date.
I will contact Steam Account support and ask them to check my DLC ownership. I hope to come back to this thread with success.

That message says you bought this content elsewhere than Steam. It does not seem to have been from us, at least not under this account.

From where did you buy it please? I fear it may be from a disreputable source and you've been sold duds.
 
As far as I am aware, the only place I have purchsed them from was from Steam. I have had a friend gift me a few DLC items but I do not know from where. as far as I am aware they buy/gift directly from Steam.

BUT I HAVE NEWS! I will make a new post with both good and bad news.

I MAY HAVE FOUND A SOLUTION!

But not all of my problems are solved.

Previously you have asked me to change my game version to the BETA build with no luck on my end. Then I had swapped to the previous build 2.3.3 as you suggested with success. I had not yet changed back to the current build till today thinking "what the heck, maybe its fixed somehow". Sure enough, I do indeed have access to the DLC content. I am unsure as to how much of the DLC i have access too, but I assume it is ALL of the DLC.

Heres a bit of the bad news (Depending on who is asking). I also have access to DLC i do not own; the Lithoid species pack. as far as I am aware, the Lithoid species pack is $7.99 and I have not purchased it yet.

So when I changed my steam beta build to "default" to opt-out of any beta and go back to the normal build, I saw that "Some?" DLC content has been restored. I then tested to see if I could make an empire with the DLC I own to ensure it worked. I also noticed I had access to the Lithoid portraits and ships. I was able to make an empire using those and started a match as well.

So, in short. I believe my problem has been resolved when it comes to access to the DLC content. But I also have access to DLC i have not purchased.

Also, my problem with my launcher not allowing me to change/modify what DLC or Mods are active is still unresponsive.

Is your game launcher up to date? If not the Paradox symbol up the top left will have a yellow or red dot on it. That aside I can't think what might cause this; can you describe the problem with DLCs in more detail please?
 
I have no explanation for that, I'm afraid. Your setup seems to be liable for issues that others don't see!

Does this happen on your other machine too?
 
I honestly can not remember if my other machine did or did not have the same issue. And unfortunately it is currently not in my possession as of right now. I should have it back in the next 24h to test. Currently the issue of being unable to enable/disable DLC and Mods is not affecting my ability to play how I wish; as of this moment. I will get back to you once I know if my other machine has the same issue.
 
Apparently the DLC/Mod enable/disable issue is gone?
I turned the ransomware protection back off last night to fix a different game that was crashing on launch due to the ransomware protection.
As of now my problem of being unable to turn off or on DLC/Mods is gone. I am unsure if they are directly linked. Reason for my thoughts is that this issue was occuring before I had enabled the ransomware protection fix that you had suggested.

I hope these problems remain gone! and I hope that anyone who has these problems in the future find this thread helpful.

I will still test my other machine when I get an opportunity, but as of right now, all of my issues I had are "gone". Save for one last test. Multiplayer. I'll need to see if I am able to continue the match with my friend as I had before when these issues first started appearing.

WELL GREAT, apparently my problems are not resolved!!
With the ransomware protection turned off, I am indeed able to modify what DLC and Mods i have turned on/off. But now my DLC is gone again!!! what the heck!!! I just cant win!!

And even turning the ransomware protection back on, thinking my DLC will re-appear, did nothing! and my DLC/mods are back to being unchangeable!

"Back to square one."

With Ransomware turned on are steam.exe and stellaris.exe in the Apps Allowed Through list?
 
Okay, try that I guess, and run steam.exe as the Windows Admin user.

Does your system have any unusual security settings, is it a locked down installation from a corporate or government environment perhaps?
 
Just tried your suggestion without success. Steam is indeed running as administrator.
My machine is a self built personal computer for home use. Gaming/Streaming.

I have 817 hours on Stellaris and have never had an issue till now with the update. Nothing that I know of has changed on my computer to warrant these problems.
