Do you find this same issue on the other machine you tried earlier? That with ransomware on you get one problem, with it off the other?
 
My laptop computer no longer has any issues of any kind now.
I am not quite sure what caused it to fix itself.

I have noticed that the steam layout has changed. and a 2.5.1 stellaris update was released? At least i think so because it was updating just a moment ago.

That is correct.

Is it still the case you have no DLCs/expansions at all?
 
it appears that stellaris on my laptop machine works perfectly fine. Not only does it appear that it has access to all the DLC/expansions, but it does not have an issue with enabling/disabling content

Perhaps my desktop computer will have the same luck when i update it as well.

It is late where I am so I will have to attempt the update test tomorrow. Have a wonderful rest of your day AndrewT.
 
My Desktop computer has updated to the most recent live version of Stellaris (opt out of beta). I have access to the DLC again. However I still do not have the ability to modify enabling/disabling DLC/Mods
 
THIS IS SO FRUSTRATING!! I had thought everything was fixed/working. DLC/Mods aside, I can not do multiplayer either. Since i figured that my game was in a playable state, I attempted to do some multiplayer with my friends. I found out that I cannot connect to multiplayer. The game is stuck "waiting for game server id". I attempted to self resolve this by looking up last forums on this issue and had a few suggested solutions. One of which was to turn the firewall off. After attempting this, my game still could not connect to multiplayer and now all the DLC is gone again.

"back to square one" AND multiplayer wont work either.
 
I have no explanation why you, and you alone, are having this cascading series of problems. And only with this one game, is that right? HOI4 and CK2 are okay?

Can you please try installing the game under your Steam account on someone else's computer in a different location?

And having someone else install their Steam account on your machine?
 
At the launcher I have the option to "resume" my game. If i launch the game and load the save manually, it disallows me from playing because i am "missing" DLC. but if i use the RESUME button on the launcher, it loads the saved game with no issue.

Back again. After downloading/installing the game from my steam library onto my laptop. The same issue occurs. I have no access to any of the DLC that I own.
I made sure to check the files to see if the DLC is actually there. All 15 of the DLC i own are indeed there but are not accessible in game.

What if you make a new Windows user account on that computer, andn install the game under that?

If i have my Ransomware protection on, This error shows up and I am unable to enable/disable any DLC/mods

Erm, okay ... but you have that same Stella version on the main one now ... ?!?

Yes please! This is to test for a bad Windows profile, or other user-specific stuff.

Both my laptop and my desktop are running the exact same version of Shelley v2.5.1. (de98f379460a9689fb234119bb271fd6) hope i typed that all correctly.

I also made another windows user account as you requested, and launching the game. I have no success in getting the DLC to work/show. which is both good and bad i suppose. Bad that it doesn't solve the problem but good that it's not an issue.
 
I was going to suggest a clean wipe-and-install of Windows, given the way the issue came and then went on the laptop, I'm hesitant to suggest anything dramatic for the problem machine. Basically nothing about your problem makes any sense!
 
I do apologise for not responding for a while, been simply swamped with launcher and other issues with all the new releases recently.

And I had nothing more to suggest.

If a clean wipe of Windows is not acceptable, can you try making a new Windows user, log into Windows as that, and try the game there? How about a Windows Reset?
 
Terribly sorry for the late response. Lots of stuff going on around the Thanksgiving Holiday in the U.S.

I really do not wish to have to wipe my computer to *maybe* get this game to work if at all possible. I had already tried doing making a new windows user as you had suggested previously. It did not resolve the problem.
