Do you find this same issue on the other machine you tried earlier? That with ransomware on you get one problem, with it off the other?

Back again. After downloading/installing the game from my steam library onto my laptop. The same issue occurs. I have no access to any of the DLC that I own.
I made sure to check the files to see if the DLC is actually there. All 15 of the DLC i own are indeed there but are not accessible in game.

Erm, okay ... but you have that same Stella version on the main one now ... ?!?You are right in that my laptop did indeed have the exact same issues as my desktop. However, with the current update to Stellaris, my laptop no longer has any issues that i can find.
