Do others need the DLC to play?

Thinking about getting all of the DLC together but I'm wondering whether everyone else in the lobby needs the DLC to play? I presume the Return Of The Elves can be just one person but what about things like the Power Of The Serpent where it changes the way the map is formed (new resource near capital).

Anyone? Planning to play the game with some friends soon who do not have the DLC and I really don't want to spend that much money to not even use half of it.

You don't all need to have the same dlc to play with one another. One of my friends only has Armagedon dlc while i have all the dlc and we can play. Please add me on steam if you intend to play. I enjoy playing with others. JDXHERO on steam.
