Does it make sense for migration controls to restrict emigration?

Historically was any state in the period able to actually prevent people from emigrating? I know the Qing Dynasty had some legal decrees against it in force but they seem to have been largely ignored. Maybe the isolationism law should significantly decrease emigration but it seems like historically preventing emigration was administratively infeasible if there was any kind of ongoing international trade.

I think this is supposed to be the way to prevent mass migrations out of your country.

Maybe migration controls could be split up into a law that determines who can get in and a law that determines who can get out, as well as having more options than just 0/60/101. I would personally really like an option for 30.

I don't know how much sense a law that restricts out-migration would make historically though.
