I believe they do. I've been attacked by small German minors (e.g. Bavaria, Baden) that used artillery against me.
You can also figure out if the AI has artillery by looking at army movements. An army with artillery uses +5/10 days more to reach a destination.
Well I hadn't noticed any while playing so I checked a save file circa 1576 and no one but me had them. Could have been a fluke though.
